After being Leader of the Opposition in the Provincial Legislature for a number of years, Semlin was elected Premier in 1898, albeit with a minority government. Unable to consistently garner majority support, and following the defeat of proposed legislation, he anticipated Lt. Gov. T. R. McInnes call for an election. Instead, he invited Joseph Martin to form a government. The background correspondence between Semlin and McInnes is here collected. Rare, and while the correspondence may be otherwise available, this booklet, and the fact of its publication, is in itself of historical significance, and a desirable artifact of the history of the Province of British Columbia .
